中国省域全面发展竞争力评价研究

文章在简要文献回顾基础上,提出了经济发展、环境发展、社会发展三位一体的全面发展竞争力概念与模型.通过指标体系及权重的设计,以全国31个省城为对象进行了比较评价与分析.     

Political Measures for Strategic Environmental Policy with External Effects

This paper investigates an environmental policy designed to reduce the emission of pollutants under uncertainty, with the agent problem as an optimal stopping problem. We first analyze the two cases in which there are one agent and two competing agents by following Ohyama and Tsujimura (2005). When we consider a model of strategic agents, we need to analyze the external economic effect that is peculiar to an agent’s environmental policy implementation. Then, to improve and resolve these external effects, we examine three alternative political measures, comprising an environmental subsidy, an environmental tax and an emission trading system. The results of the analysis indicate that the environmental subsidy and environmental tax promote environmental policy. However, they do not create an incentive to be the leader. On the other hand, an emissions trading system not only promotes environmental policy but also creates an incentive for leadership.This paper was previously circulated under the title “Political Measures for Strategic Environmental Policy with Induced Effects”. 江苏省耕地保护区划研究

文章以江苏省58个县级行政区为区划单元,应用主成分析法得出影响耕地保护的4个主成分,在此基础上应用聚类分析法初步得出耕地保护区,再结合定性分析最后确定六大耕地保护区。从区划结果看,与江苏省综合农业区划相一致,与客观实际能很好地吻合,说明应用综合数值分析模型研究耕地保护区划是成功的。最后,对得出的六大耕地保护区进行了简要的分析,为有计划分区制定耕地保护政策、措施提供了理论基础。     

Bank Monitoring and Environmental Risk

Abstract:  Loan announcement effects for 152 Canadian companies are examined to investigate the efficiency of monitoring by banks facing lender environmental liability. Market reaction to the announcement of bank debt to 'environmental' firms is more positive and significant than for 'non-environmental' firms and, for firms in industries with a higher likelihood of experiencing spill events, is more positive and significant, reinforcing earlier results that establish a relationship between specific loan/borrower characteristics and announcement period excess returns and providing further evidence on the 'uniqueness' of bank loans by demonstrating the superior ability of banks to monitor corporate borrowers exposed to environmental liability.     

新形势下我国耕地保护的长效机制研究

耕地是人类赖以生存的物质基础，是国民经济和社会发展的宝贵资源，耕地数量的多少和质量优劣直接关系到国家粮食安全和社会稳定。因此，在新形势下，如何保护好有限的耕地资源，促进经济社会科学、合理地发展，已成为当今世界的重大课题。本文根据我国耕地减少的现实危机及原因，提出一套科学、合理的耕地保护长效机制，力求为进一步有效地保护耕地资源提供理论基础和现实途径。

GATT/WTO与管理贸易

现实中的国际贸易不是自由贸易，国际贸易体制中一直都是自由贸易和贸易保护同时并存，以1GATT／WTO也不是自由贸易组织。管理贸易是指介于纯粹自由贸易和完全贸易保护之间的各种情形，其特点是规则导向、有较大兼容性以及可塑性。管理贸易的发展可以有两个完全相反的方向，而GATT／WTO倡导的贸易自由化实质上是在自由贸易和贸易保护两种成分并存的国际贸易体制中抑制贸易保护、提高贸易自由的程度。     

Awareness of Distributed Denial of Service Attacks' Dangers: Role of Internet Pricing Mechanisms

Denial of Service (DoS) attacks consist of overwhelming a server, a network or a Web site in order to paralyze its normal activity. The additional parameter in Distributed Denial of Service (DdoS) attacks is the distributing strategy. It means that DDoS attacks do not come from a single computer but stem from all accessible channels and servers. Consequences are multiple, ranging from system errors, temporary inability to access the Web site for normal users to challenging the actual reliability of the Internet. Despite this, Internet users show carelessness. The explanation lies in the specificities of DDoS attacks. We explore possibilities to raise users' awareness about the actual amplitude of problems caused by DDoS attacks. We suggest a careful examination of Internet pricing mechanisms and switching from flat to usage-constraining pricing schemes.     

上海城市历史遗产保护项目投资管理初探

历史遗产保护是中国实践科学发展观，走可持续发展道路的重要组成部分。上海实施最严格的保护制度，开展试点工作。以试点项目中74号街坊为例，从房地产投资商的角度，对这类特殊项目的投资和成本管理所应关注的几个关键问题进行了探讨，提出自己的观点，为同类项目提供参考和借鉴。
